Villain play 16/9/3.3 over 60 hands. Should I try and get it allin on the flop?

I just called the flopraise, to gain another bet on the turn, maybe I shouldn't c/rai, but I cannot raise here to 15 or so, can I? Also donk turn is not a good line, why should the 3 improve my hand?

Call turn and vbet river.

IMO, he probably doesn't have an A given the raise on such a dry flop.

I'll be wanting 3 streets of value here.
