back in the 80's the gov't made a law where someone who was convicted of holding 75 times more cocaine in its powder form then in crack form got the same amount of jail time.

for example: if you get caught with 10 grams worth of crack rock, you're going to jail for as long as someone who has almost a kilo.
put lots of urban drug dealers in jail, while making it easier on their suppliers.
