According to the CEO's post there are no strings so I guess you could withdraw anytime. Although you should at least give the courtesy of trying the site. I'm thinking about doing the Neteller 35% to $135 but would like more clarification on how fast action points are awarded.

I had an account at Doyle's room and when I tried to register as a real money player I got the same message, however it said to chat with a manager (viat he manager chat) which I did and he made it so I could register (he saw my Doyle's Room user ID and everything but I asked if I could register on StreetLegal as well and he said ok).

Regardless I got the $25.

Well i had a doyles room account set up there and when i signed up at igotpoker i couldnt set up a account with them, i talked to a live host and he fixed up things right away. Also when i signed up for streetlegal poker i had no problems making a real money account. If you have a problem just talk to the live support.
