Well, I should add I haven't checked all the poker rooms, but I'm 99% sure that's how they all operate as far as changing currency at the tables. I'm sure someone will chime in if that's incorrect.

I play at betfair and my account is in €.

I never experienced different rates when cashing in or out of a $ table.

They do mean their single rate, which they do use both ways when converting.
