Could he be doing this with a smaller flush? Bare K? He is pretty passive... Have you seen him do any other river c/r-es before?

Unless he's demonstrated hardcore retardedness in the past this is an insta-muck, his story makes perfect sense, and no he's not check-raising a small flush on a paired board or a lone K, c'mon. If he's any good you're only beating a stone-cold bluff, and this really seems like a pretty horrible spot for him to try and bluff you, especially given your description.

I wouldn't put doing something like that past him. These players can get retarded and show up with the most ridiculous things at times. He could just be thinking that he has a K and that its the best or that he has a flush and he is hoping you have a K. You really don't know with these kinds of players. They can do very retarded things at times. However, without any sorta read, I think you're right that this is a fold. River c/r-es are generally the nuts, right? Especially from players like this...
