On a flop this drawy I am definately 4-betting to 24ish and calling a push/pushing any turn.

Bet size is fairly important here, as his C/R is not of a substantial size it usually means a draw on coordinated flops like this (would protect his hand with atleast a potsized raise on this flop), as played reraise to 23-25 and call shove.
