Default MLB television blackouts question

My sister lives in FLA, has DirecTV (or some satellite tv provider). She pays for a package of sports channels, including NESN, the Red Sox' tv network.

The Red Sox games get blacked out. Even the midnight replays. All other NESN shows come in fine.

Anybody know the what the deal is? If she's paying for NESN, shouldn't she be watching Red Sox games?

BTW, when she called DirecTV (or whichever provider it is), they say that they are not blacking out the games, that NESN does it. Does this make sense to anyone?

I'm pretty sure that all regional sports networks black out their MLB games on distant feeds for Extra Innings, the out-of-market premium package. Since this is baseball, I'm only interested from a telecom policy standpoint, so I'm not 100% sure, but that's what it sounds like to me.
