How hard is it to find another room-mate? Evict him already.
Either this is a serious problem, in which case your only recourse is to boot him. If it's not, then make the best of it... Eat as much of his food as possible, try to buy only stuff that he hates. Buy a fridge for your room and keep your room locked at all times. find better roommates? seriously an inventory list, I might not be the busiest person ever, but that is such a waste of my time. Just take something of his like his computer and be like [censored] you dude, now you owe me ____ for food or I get your computer. Next time dont touch my [censored] food you prick. Something along those lines because you should be able to trust the people you live with to not eat your food.

If you aren't feeling confrontational, a mini fridge in your room is clearly the way to go. Otherwise, catch him in the act and make a big deal out of it.
