Default Who owns the sea? Or the land underneath it?

As I sat wondering, on kind of challenge I should take on, I thought about underwater structures/housing. Then as I started writing down ideas, the obstacles, pros and cons etc, I realized a big concern is the ownership of the land/sea that the house is being built on.

Let's say I build a underwater structure 50 meters from the coast, do I need to buy that area? Is it even possible? If I buy a waterfront property, how much of the 'water' and how far out is entitled to be mine?

I'm googling for answers at the moment as well, but thought I'd ask the 2+2 community and see if anyone have any thoughts, experience or knowledge concerning this.
