It's quite close here, first u can't be sure your Queen is the best hand on the flop, but it's not a bad play to raise on the flop
turn b/f, something like 10$ you won't get a raise from a hand you've got beat river, if he calls and no diamon comes out and u don't imrpove to a boat - bet again something like 10$ (a blockbet) and fold again against a raise it's also possible to play check/call on the river, but against an unknown i would prefer a blockbet

I think a coldcall here is Ad a lot more than people are suggesting. Is someone really slowplaying a set, 2p on this board? A higher Q is possible but I think we see Ad a lot here.

The vast majority of 50nl slowplays their monsters.
I think a half-pot lead is best here, 8-9, for an easy b/f. If you make it to the river unimproved c/c most reasonable bets.

I think one of the main reasons he can't c/f the flop is because somebody already bet and he has yet to act. Hard to check-fold when you can't check.
Seriously though, he's getting big time pot odds to call. With four people to act behind, this could be a fold. But with one? You're spewing if you don't call.
