All access reloadable debit card- Who has one?

If anyone has a reloadable All access debit card (which is linked to a netspend.com account) please PM me, I need to get 25$ onto mine in order to activate my epassporte account. Epassporte is making me deposit 25$ in order to open my account; they won't let me deposit the 25$ using any other method. I'm willing to pay someone 100$ for their help.
