"But an EU official said the concessions Europe was looking for would likely be "commitments" to open up other trade sectors.

"We need new concessions that would be equal with the benefits lost," he said, speaking on condition of anonymity because he is not authorized to be quoted by name in media reports.

Initial negotiations would focus on measuring the loss to European businesses, he said, warning that talks would take some time."

Not really a big fan of this part of the article. Good step, but it could be better.

What do you expect them to ask for? The state of Delaware?

Well that means the EU isn't asking for onling gaming to be officially sanctioned. The online poker community may not see any benefit from this at all.

The WTO has already ruled that the US policy violates GATS.

The only difference here is the EU might be seeking voluntary concessions instead of involuntary ones (i.e. sanctions). It's still money off the table to the US, and that still increases the incentive to pass something like the Frank legislation.

Besides that, our reaction to the EU's demand for concessions is going to be exactly two words long.

When the EU demands that they be able to impose extra tariffs on US wheat, the farmers will ask, hey how did this happen?
Or the steel producers, or our car manufacturers, or Microsoft....the possibilities are endless.

Although it will take time, and does not guarantee legal poker, it does guarantee that something will have to happen. And that something will be either a change in the gaming laws, or a lot of lost US money or lost US business. If the congress doesnt act on online gaming, either we pay the money (and/or accept the tariffs) or junk the whole WTO.

The basic point is that this will definitely make doing something a necessity. Now, please dear readers, go to engineer's thread(s) and help make sure that, whatever that something is, it includes legal online poker.

could the US come into comliance just by banning online horse racing and lotto or would they also have to ban regular lotto/b&m casinos etc? it seems like a pretty minor victory for us if the US can just pull online horses/lottery, cause i'd guess they'd do that.

if they do that, we have much more support for UIGEA repeal.

Though it may do nothing from which we will benefit, this can only be good news

This is really good news. It doesn't mean US compliance as the US will stall as much as they can on this as they have in this case and other cases, but it should be interesting.

The Frank bill would not make the US compliant on this issue to my knowledge either so it may be a bit more difficult than you think for the government to come around on this.

In order for the U.S. to comply I gather it would have to essentially take the wire-act, UIGEA, as well as any state laws which forbid gambling via phone, internet, wire etc. completely off the books?

Obviously this isn't going to happen, so this is strictly about negotiating concessions.
