After that, what are your minimum requirements UTG to get involved?

I think UTG on 25NL you need to play TAG or a good LAG to be succesful. If you are TAG I will not play much hands from UTG. 22+, AJ+ is my range here. But thats just my opinion. If you have like 200BB you could play 89s to from this position.

I don't like playing SCs OOP. I'm like 20/16 and 12.5/12.5 from UTG this month.

being OOP is horrible with hands that can be dominated so avoid them if you can. I am pretty/very tight UTG
