I hate both pre-flop and flop. What is your goal with this hand? With any small pocket pair, my goal is to flop a set and take down a huge pot, or take down a relatively small pot on the flop. The easiest way to do that is to raise pre-flop, especially in position. If you take it down pre-flop, great. But it's really tough to stack someone in an un-raised pot, even if you do flop that set. Actually, I hate the flop less, but it depends on how often BB has been c-betting. Are you doing this with ATC on the flop?

Anyway. Limping the button in this case is +EV, but raising is +++EV.
