Raise cap in NL?

It's a stupid rule, but I have seen it in 2 Vegas casinos lately. Both Cannery and Rampart use this insane 3 raise cap in NL games. Great for colluders IMO. And I found out that both rooms are being run by the same manager splitting the time between both.
