Default Question on One-Gappers in SS2

In the stud/8 section of Todd Brunson on page 373 in Super System 2 there is an example of a one-gapper hand:

You 3-5 6
Player One: x-x 8

Todd advices to raise on fourth street if you catch an Ace, 2, 4 or 7. Then gives an example where you just call, you hit an Ace and your opponent also hits a bad card. Why is an Ace a bad card (calling hand) in this situation and a raising hand in the previous example, except that it doesn't make a straight draw.

Doesn't the hand improve when you hit another card for your low, but your opponent doesn't. What should you do with a one-gapper when a bad card that doesn't improve your low comes up?

He doesn't say that. He says you should just call when you catch an Ace and he catches an 8, pairing his door card.

I thought that the next sentence was the explaination why you should call with the Ace, but now I see what he means.
