Flop low pairs in BB - smooth call or raise flop?

Hello there,

this hand is from a PS 4/180.
I had just been moved to a new table. In hind-sight I'm leaning towards betting the flop for value and information - am I up against a set? But with such a dry board I didn't think a call was bad at the time.

Is a flop call terrible? How about the turn?
