Default digital photo enhancing/converting service?

Hey guys,

I may be getting rebuked for not-googling this first, but I'll risk it. My dad has something between 1k-2k photos accumulated over the years.

Some of the newer ones can probably just be scanned while others might need some photoshopping to enhance them, due to how old they are. For the newer photos, should I just buy a flatbed scanner to scan them myself? Is the quality difference substantial versus a professional's scanner/service? And for the older photos that could be spruced up, does anyone know of a good quality service to do this?
