Default IDEA-- States as affiliates...?

I would LOVE to see some state (Florida for example) be creative, legalize online poker and require that all online poker sites make them their mandatory affiliate.

In other words, in order to operate in Florida an online poker site would have to register with the Florida and give the state 25% of the rake for any player that is a resident of the State. AND, in order to register for an online poker site as a Florida resident you would have to register with the State as your designated affiliate. Seems pretty win/win to me. The poker players are happy, the sites are happy, and the States get revenue they would have otherwise not received. Essentially it is just an extension of the lottery.

The only drawback I see is a privacy issue, but it seems to me you could set-up some company to do this for the State that would keep the records private.

Thoughts anyone?
