I think this is a fold mainly because he sees I will snap off his garbage bluffs and I don't think would try it again so soon.

What do you think and why?

You can argue that he's trying to out-level you -- he knows you can call down light, so he knows if he bets again you might interpret it to be a strong hand since it's unlikely that he'd try to bluff you again.. so he can do this as a bluff.

But given the board texture and the action in hand 2, I don't think your history should affect your river decision at all. Pretty straightforward fold.

hand 1: I hate checking this flop, cause you can't rep anything on the turn, except maybe for 89s. Also, calling the river bet is awful, since he can easily have any pp, and you look kinda dumb when he flashes 22 and ship the pot. So you gotta raise somewhere, or just give up.

hand 2: If I check the flop and call the turn bet, I snapcall the river as well, otherwise checking the flop is really really bad. Don't go into the deep leveling stuff, maybe he's already forgot the prev. hand and doesn't remember your name, and given the fact that he's calling raises from the SB with trash like QT, his range is quite wide here.

I don't think he is trying to outlevel you to bluff you off a hand. Jinx might actually be right. He might value bet thin here because you showed you can make calls with A High.
I definitely call the turn because he seems to tend to bluff the turn if you showed weakness on the flop.
On the River I don't know. Again he bets 0.8xPot like in his previous bluff. The difference in this hand is that he cold-called a reraise so pocket pair make up more of his range.
