If I have a friend who is Canadian and has a Canadian Bank account but is currently living in the US, can she set up a Neteller account from here (An American IP address) and help me cash out my Neteller money without making a trip to Canada? Does Neteller check the IP address when deciding who counts as American and who counts as non-American?

yes, Netteller does check I P address's and Netteller is discouraging peer to peer transfers if they haven't already stopped them.
