Hero bets $1.91 (All-In), MP2 calls $1.91.

Final Pot: $6.02

I know with a .75 bet on the turn i could have prob taken it down however with the PT has put this player with a VP$IP of 65. so i didnt put him on a higher pocket pair. however if he had the 9 i get felted either way... so my question is at what point do u just bet big to push him off the hand?

The turn bet is weak, he's gonna call at least .75 w/ overpairs, 9s and Qs if he'll call .35. Also, it makes the river all in call more likely. I think preflop is pretty marginal OOP but i dont have a great feel for full ring . As is, you got the money in, move on.

Why do you want to push him off his hand?

Why go all-in on the river? Who will call without the same or a better hand?

How about a blocking bet so if he has an ace it gives you a chance not to get stacked. It also gives you a better chance to get called by a pocket pair.
