well its relative

if you play 100% of your hands, a massive amount of the time you will have no pair no draw, a gutshot, 3rd pair type hands

if you still have a 1.5AF you are betting [censored] hands very often

conversly if you only play 1% of your hands(aka AA/KK) you will almost always have a strong hand, so having a high AF is standard in that spot

as you get away from the extremes it levels out some, just realize that someone playing 20/16/3 is massively more aggro than a 9/6/3 player

a 30/11/1 is more aggro than a 10/2/1 player etc

the more hands you play the weaker your average hand becomes(its tough to make strong hands in HE) you can't look at it through your eyes, I have a 2.5AF(vpip12) and am pretty aggro, but not crazy aggro, this guy has 40% the AF I do he's very passive
