I would still raise preflop.. you have a 45/9 player in the pot and you wanna be the one to take his money, not the blinds when they flop two pair with 83o and stack him. But anyways.. flop is okay. Turn is meh, I'd raise to 30-34 so you can shove river. When he checks river, it gives you every right to bet. I'd probably bet 42.
