i kind of agree, his line is very suspicious of a big hand (or a bluff) because of the flop and turn bet amounts, but since he is 46/8 and probably passive it is tilted towards a big hand I think ....

i would c/r flop to see where i'm at, cause there are to many scare cards and if he calls prob shut down

I guess much of the time this will fold out worse and leave better hands but against a loose guy that might be passive he might just check down flopped top pair good kicker against this line (when overcard hits on turn). So concensus is call flop and fold turn on this hand then?
