Default 10-20 Too passive w/ bottom 2?

This is live. Hero has about 6k, villain covers. Villain is a solid, pretty conservative player both Pre and Post flop. Villain views me pretty much the same way I view him.
9 handed game has been pretty tame.

PF: Hero limps UTG w/ 6 [img]/images/graemlins/heart.gif[/img] 4 [img]/images/graemlins/heart.gif[/img], CO calls, Button raises to 120, Villain in SB calls, BB folds, Hero calls, CO calls. 4 players.

Flop (490): 8 [img]/images/graemlins/club.gif[/img] 6 [img]/images/graemlins/diamond.gif[/img] 4 [img]/images/graemlins/spade.gif[/img]
Villain bets 260, Hero calls, CO & Button fold.

Turn (1010): 3 [img]/images/graemlins/heart.gif[/img]
Villain bets 500, Hero calls.

River (2010): 9 [img]/images/graemlins/diamond.gif[/img]
Villain checks, Hero....

My read was that the hands he would have and bet up until the river like this are 66 & 8s-Js.

My question is should I value bet the river here? If so how much? Also is it better to raise on flop or turn and if so how much and why? What do you put villain on?
Thanks.

yes value bet, 1/2 pot.

checking back this river would be missing a lot of value imo.

raise turn because you want to see what others do on the flop and raising w/others behind is way more likely to scare him off. w/these small bets he's got like A8/99-JJ here a lot of the time

Is it too passive to check behind on river?

preflop is really bad--makes no sense to me.

once ur HU w/ Villian, i'd raise the turn. having said that, i'm certainly not an expert on deep stack play.
