11$ bubble: KQs 4bb left, push over raise

Villain is 23/14 for level 4 and 5 (100/200 - 200/400), pretty average stats.

As I understand it, ICM does not account for being blinded out (correct me if I'm wrong). Is this one of the situations, where I have to take a seemingly -EV situation because of my stack size and blinds?
