It makes perfect sense. QJ plays better UTG than does KT as you are A) slightly less likely to be dominated (common 3-betting hands which dominate KT = AK/KQ/AT/AA-TT; QJ=AQ/AJ/KQ/AA-JJ) B) more likely to pick up an aggressively playable draw.

i think qj and kt are both equally unplayable UTG.
