Villain was 24.5/5.6/1 over almost 200 hands. I hadn't seen him pull a move like this.

Against this passive villian i think this fold is fine. You may be ahead, but i think he has a set here or a higher overpair a lot of the time.
EDIT: I'd also bet at least 1-2 dollars more on the flop |

Standard. In rare cases, do I find myself calling a raise like that against any type of opponent.

I would fold it too. Calling is really bad here because your hand is very vunerable and playing against the whole stack with just 99 .. no thx =)
