I would try to tie him to the pot earlier. If he has a draw or likes his TP he is coming with you regardless. Bet $2 on flop and on the turn bet $6 or even put him all in. The only way you are getting his stack with small bets is if he hits a flush.

one of my friends had a str flush over quads over A high flush hand last weekend playing 10/20 limit at foxwoods. Dealer pushed the pot to the quads, quads tossed a toke... it was ugly all around, had to call the floor...
