Default 100NL set on flop, villian openshoves river psb

Villian is 53/18/1.12 over 74 hands.
I am 19/16/3

Do we fold to the psb on the river?

I don't think a guy with a 1 agg factor bluffs missed draws on the river very often.. this is ugly and I think I only make this fold when I'm playing well, but I think it's a fold.

god i hate when this happens and i always tilt with a call, but it looks like a fold. since hes so loose and passive all sorts of wierd hands are in his range that make the str8. if he was more of a lag i make this call all day.
