Default JJ on paired Queen board against donky

villain is 52/12.5/2

In the past few orbits, he has been min raising PF in every hand. Just a few hands ago, he min raised, I reraised to 8 with JJ and he calls. The flop came queen high with a flush draw and I c-bet then he pushed all in.

I don't see how he can have a queen here. If he did, he wouldn't be donk betting into me after I raised. Also, why would he push the turn if he had such a great hand?

This bet is air of a Q, with air being more likely. I could see him shoving a worse PP here, just hopefully not 22.
