How can he be both?

If he is passive you should just b/f. If you think he will sometimes bluff raise you and also bet if checked to - i.e. if he is bad - you can c/c. But as a standard you should b/f or b/c.

I guess you`re right, I mess up the description he is 20/4,5, 0,73 with 48 wtsd, what should I call that?

yep standard b/f. He's calling with all worse hands and raising all better hands if you bet, checking behind all worse hands or betting all better hands if you check.

you don't check the river so he can check through worse hands, you check the river to induce a bluff. if that doesn't make sense vs. this guy (doesn't seem like it), you bet. And since he doesn't bluff very often at all, when he raises, you can make a fold. Because he checks through every single hand you beat. And maybe just calls with 2 pair. He probably does.
