Why Sklansky's idea should not work

basically sklansky is right if the market has better than Neutral EV predicitve ability and is inefficient overall, due to insider trading and such. DC is correct if the market s neutral EV, which means EMT is correct for most stocks at any given time (short term). The literature says DC is correct but its not conclusive.
