Default Handling of Jackpot $ in California?

I thought I had heard some time ago that there are specific rules (laws?) governing exactly how jackpot money should be handled in California cardrooms, not necessarily the Indian casinos.

The reason I ask is because I occasionally play at a cardroom (not an Indian casino) where there is a jackpot drop, but the actual jackpot amount rarely changes and when it does go up, it seems to be some arbitrary amount. It could go several months before it gets increased. It seems to me that money could be going somewhere else other than the jackpot and more than likely is. That kinda bothers me.

Or it could be that they seed the jackpot and only increase it after they have taken in the initial seed.
