How else can the age of people be compared? In a room of 300 people with the same integer age but a different birthday, do you say they are all of the same age?

um, you're asking 2 different questions.

"who is the older one" - the one born in january

"how old are they" - They're both 21

You see the difference? They can be older relative to each other, but their integer age is still the same. Age is almost always in integers, unless you're like a 6 month old baby

Older is being used as a measure of degree. It is completely depended on the units being used, and if they aren't specified, those units have to be the most common.
