so police have said that they have a shooter in custody but that the shooter is dead. does dead really count as "being in custody"?

[/ QUOTE ] That's where you are wrong. Statistically speaking, said gunmen did not have access to the guns he had (assuming he is under 21 which is reasonable at a campus). The point is, criminals can ALWAYS get weapons.

I had a big gripe when I lived on campus at my college, that I could not purchase firearms or keep them in the house. You see how your logic is not correct? This situation highlights.
