They'd just say they were stealing. So, it should be obvious to anybody that if a comedien says he's recycling a joke then he can't possibly be stealing material.

He even says in his act he's Honduran (in another joke he ripped off. "When I'm in L.A., I'm Mexican; when I'm in Miami I'm Cuban, and when I'm in New York I'm Puerto Rican."

Carlos Mencia is really not funny at all IMO, and I don't see why anybody would watch his show. Dave Chappelle is seriously 10 times funnier than him.
