im getting a loud whistling noise and white lines threw the picture anyone else?

I'm not getting any white lines but the picture has been pretty degraded all day. And if I keep the volume slider on my media window turned real low and adjust the volume thru the task bar the "feedback" is not there. I think there is water from the rainstorm in the lines.
