He didn't get the call, but it was a smart play by Faulk, slowing down to try to draw the penalty (& automatic 1st down) rather than going for the catch and 5 yard gain.

ummm he slowed down because the guy grabbed him. even if they don't get the 1st they are trying to get back into FG range.

I'm not disputing that it was a clear penalty. But watch the replay again (if you have Tivo), he felt the contact and then made a display of turning his body instead of extending for the ball. FG range was still at least broken tackle away. He made a smart play, the officials just kept the flags in their pocket for whatever reason.
