The real reason that they are not allowing withdrawals/transfers should be obvious to a small child at this point. You are a little too credulous for your own good (I just called you a rank sucker), and must be pretty clueless with regards to the history of financial institutions, considering the stupid points you keep bringing up about requirements. I think you need to research what happens when there is a run on a bank. Then you will (maybe???) understand this situation a little better.

I ask because I honestly don't know but it was my understanding that while neteller has stated that all funds are held seperately in trust, there isn't an actual or agency which requires them to do like there are for US banks for example. am I wrong? btw-nice work on the suzzy replies
