The videos are animated gifs. Not sure what most use, but I used to make em with paint shop pro.

btw, don't waste your time with MS Paint, there are at least 2 solid free replacements for windows that are 100 times better.

I haven't tried it, but Gif Animator 2.0 looks like a pretty good freeware app.
