I think he's more talking about some combo hand like a pair and draw that's decided not to fold and is going with it, but is still behind us (especially when the turn misses).

Exactly. Also hands that picked up some kind of draw (QJ, QT, maybe KJ/KT if they didn't raise the flop) that now decide their hand is "good enough" to put all my money in. That said, I don't think this happens enough for bet/calling the turn to be a good idea. It's just something that makes bet/folding the turn slightly less attractive.

You're right about the stack size, makes you commited with a turn bet.
