I agree, this will be hashed out in the regulations. However, it seems it will be very difficult to interpret the language of this bill to ban transactions to online money-brokering services, simply because one use of those services is to fund gambling accounts.

But, of course, who says government has to be rational? At least if the regulations are written that way, Neteller and Firepay will have the money and motivation to sue.

We may see Neteller and Firepay try to lobby non-gambling merchants like Ebay and Amazon to accept customer payments from Neteller. Basically this gives them cover ("We're just another Paypal") for their main business. Kind of like the porn shops in Times Square stock a certain percentage on non-porn items in order to comply with city regulations.

Yeah, this is what I was referring to. I can read too and understand the wordings fine, but Im just sure of how things are interpreted in practical legislation or applicable in reality, although I get the basic meanings.

But as a question since neteller/firepay etc directly fund poker sites, wouldn't it clearly have knowledge of bets being made? I mean why else do you upload money to party?
