TSC, if the keeper handles a backpass from one of his own players in the box, it's a free kick but not a penalty.

The opposing team must be outside of the circle during a kickoff.

It's not. The only way for play to restart with a direct free kick is after one of the fouls that warrant a direct free kick. If such a foul occurs in the penalty area then a penalty kick is given.

If the kick hasn't been taken the ball is not in play. If anything happens while the ball is not in play the only restart is a free kick where the original foul occurred. The ref can't, at least according to the laws of the game, change the location of the free kick for any reason. They give some leeway obviously, especially when it's a free kick for the team in the defensive end but the next restart is the location of the foul.

This is a pretty common ref test question (I'm just coming up with it, not citing a real question, but questions of this type are common):

Team A is awarded a free kick just outside the penalty area. Before a player can take the kick, a player on team B punches a player on team A inside his own penalty area. Where is the restart?

a) Penalty spot
b) Location of original foul

[/ QUOTE ]I swear I say a match this year in Serie A that had a direct free kick in the penalty box. However, maybe I misheard and it was actually an indirect free kick.
