Regarding single ep characters, wiki has a whole page for this. Link. I found it by googling "Hank Scorpio", a character I remember liking but wanted to make sure he only appeared once.

Burns illimitable contempt for everyone and awestruck love for himself are priceless, along with his simple cranky opportunism deflating it all.
