Without really knowing your brother or you it is hard to give a serious response. That said, I think you have to lay it out for him. First tell him you love him and it hurts you to see him do things that you thing may really screw-up his life. Ask him what he would do if he had a little brother that he really loved and the little brother was doing stuff that could really screw-up his life? You will have sent your message, and if he bothers to think about it for a second outside of his own skin, you will have accomplished something. Realize that changing someone's perspective can take time.

If that doesn't have an effect then maybe you would consider more inventionist tactics.

Let him know that his brain is not fully developed yet and that smoking and drinking at his age is really going to give him drain bamage. Tell him he can smoke all he wants when he's 14, but, it's going to really damage him right now. Then you take his stash. Mail the stash to me (PM for addy) and I'll destroy it to make sure no more 11 year olds get there grubby little hands on it.

It's just weed, though. Any responsible kid can smoke weed and live a successful life. On weed, you know your shortcommings and compensate for them. I work much harder and more focused when it is "Finish this work so I can blaze." than I do when its "finish studying this stuff before my test tonight" or project is due tomorrow type stuff.

Give him a chance to integrate weed into his life, becuase it's a hell of a lot of fun.
