If you choose to fire her, do not give her a reason. Saying that it is because suspicious things happening on her shift without proof can give her grounds to come after you. You have 2 choices. She is an at-will employee. You can just tell her that her services are no longer needed. Or, make sure she is the only one with access to the drawer when she is on shift. Then when the drawer comes up short, fire her for that. That is perfectly legitimate as long as the drawer was solely in her control.

OP,

Show up 45 minutes before close and tell her that you had been contacted by a regular customer who thought she was short changed earlier in the day and that you need to count the drawer down.

If it is over, she is telling customers the price, not ringing it up and taking the difference when she closes.

If it is short, she's just taking money.

Seeing that she is employed at will, you don't have to fire her for cause. Just tell her that she is terminated, end of story.

That being said, you do have cause to fire her. She is not managing the drawer properly. On several occassions she failed to report a discrepency in the amount of cash.

Why don't you get a modern cash register that requires user identification to access?

Your employee sounds kind of dumb. Have you explained to her that you can tell if the drawer is short?

Also, assuming she knows the mysterious ways of balancing the cash register, she might have been too scared to tell you the drawer was under when you removed the dough.
