I took the OP as not complaining about the fees or anything, just the fact that after jumping through all their hoops and having the money taken from his account it still will be a few weeks before he can actually deposit and use the money. If this is the case, then this option sucks dick, but not suprising from a company with the customer service record like FT.

SO FOR GOD [censored] SAKES CAN SOMEONE RECOUNT THE ACTUAL FACTS IN THIS MUDDLED QUAGMIRE OF A THREAD?

OP, are you 100% sure that you CANNOT deposit UNTIL you recieve your PRINTED CARD. If not, why are some people saying they can, and why is FT saying you can?

These are the pressing issues. Not confusion over $212. Come on people. Yes OP was vague. On first read I thought he meant they were taking $212 from him as well.

But then I thought about it for 2 seconds.

Let's use some common sense. No one is going to pay a $212 fee to sign up. Buuuuuut... $200 deposit + $12 fee sounds about right doesn't it? Lateral thinking.

I am positive. Here is the timeline of events:

1. Friday, February 2nd FTP introduces MyWebATM, I sign up by entering all personal information and verifying my identity by taking their questionnaire (which I am almost certain is BOGUS, but is a part of the sign-up to make it look more legit). Real identity quizzes actually pertain to you and I have answered None Of the Above to all questions.
I was then asked to enter my checking account/routing number and asked how much I want to deposit. I then had a choice to have the card delivered by a courier or regular mail. I picked regular mail (no way to change it later, but they do not mail your card until you VERIFY YOUR ACCOUNT). I put in $200 and it told me that the total is going to be $212.87, I agreed and it took me to the useless site interface.

2. Monday, February 6th, I received a small deposit in my account. I input the amount in the verify window and received a message that read: "Thank you for verifying your account, it will be debited $212.87, your card will be printed and mailed to you." (Obviously 15-20 business days as stated on the sign-up.)

THERE IS NO WAY TO DEPOSIT MONEY TO FULL TILT, NO TRANSACTION HISTORY ON THE SITE.

They did debit my account 200 today.
