Plus there are probably two doctors, and maybe other protection abilities out there as well...

I certainly see the reasoning on fish.
There are a lot of unknowns on these kills, though. This is NOT a normal game.. For example, if there are night kills from a serial killer AND the mafia, and we only see one kill, which one was it? Might have been Sideshow Bob (assuming he's the SK) trying to get fish killed, and maybe the mafia's target was doctor-protected. No way to tell that I can see.
